Joseph Lombardi founded Ocean Technical Services (OTS) in 1984 as a part time marine surveying business while also carrying a full-time position at the Boston Fuel & Transportation Company as a licensed wheelhouse Master aboard their coastwise tugboat/barge and tanker fleet; he developed a marine surveying company focusing on the yacht and commercial hull market in New England.

This quickly changed into a full-time business in 1989 after the book of business rapidly grew, due in large part with developing relationships with several large marine underwriters in the Boston, Philadelphia and New York markets for both commercial hull and yachts, as well as maintaining a strong presence in the New England yacht brokerage network. Joe is a U.S. Coast Guard licensed Master & First Class pilot of Unlimited Tonnage and Master of Auxillary Sail of 300 tons.
